Additional Information on Eligibility
US and non-US based organizations, including Nigerian indigenous organizations, that have experience in: (1) directly providing care and support for HIV-infected persons (including management of TB and other opportunistic infections, as well as clinical follow up), or (2) assisting in providing care and support and prevention through funding and technical assistance. The Applicant must have strong ties to CSOs and the faith-based community as well as a track record in community-based programming for HIV/AIDS in Nigeria. Eligible organizations could include, for example, foundations, non-governmental organizations, faith based organizations, community based organizations, private organizations affiliated with public academic institutions and international non-governmental organizations, private companies, professional associations and consortiums of the above. Where the recipient is made of US and indigenous organizations the relationship will be that of equal partnership. Applicants must have the concurrence of NACA (or the appropriate authority) to operate and expand their care and support community network and deliver services as explained in the applications. Services must be delivered in a manner that is consistent with policies, standards and practices of the national program. Applicants are required to have a Dun and Bradstreet Data Universal Numbering System (DUNS) number to apply for a cooperative agreement from the US Federal government. The DUNS number is a nine-digit identification number, which uniquely identifies business entities. If an indigenous organization does not hold a DUNS registration number at the time of application a non-indigenous partner with a DUNS number can be the primary recipient. However, at least one partner must meet the above eligibility requirements. In such a case, the application should explain in detail how an indigenous organization meeting eligibility requirements would become a primary recipient within 2-4 years of the grant period.
