Additional Information on Eligibility
1. Legal Organizations: All applicants must be legally recognized entities under applicable law. 2. Responsibility: All US or non-US nongovernmental non-profit or for-profit organizations and Public International Organizations are eligible to submit applications, as delineated above. All applicants must be "responsible," as defined in ADS 303.5.9. Accordingly, all applicants must have financial management systems, internal control systems, and policies and procedures which comply with USG and USAID standards set forth in 22 CFR 226, OMB Circulars A-21 (for universities) or A-122 (for non-profit organizations) and A-133 (for both U.S. universities and U.S. non-profit organizations) or 48 CFR 31.2 (for for-profit organizations); and ADS-303, including the standard provisions for U.S. or non-U.S. nongovernmental organizations which are mandatory references to ADS-303, and also including references contained in said standard provisions (e.g., the USAID Inspector-Generals "Guidelines for Financial Audits Contracted by Foreign Recipients," which applies to non-U.S. organizations in lieu of OMB Circular A-133). Public International Organizations (PIOs or IOs) will be subject to ADS-308, including the standard provisions set forth in ADS-308.4.2, subparagraph 1.
Grant Description
USAID/DCHA/OFDAs mandate is to save lives, alleviate human suffering and reduce the economic impact of natural and human-caused disasters worldwide. As part of its Asia regional strategy, USAID/OFDA seeks to increase adoption of mitigation measures in countries at greatest risk of natural and human-caused disasters. Building on the foundation already laid in South and Southeast Asia via the emergency drought programs it has funded, USAID/OFDA aims to support sustainable, low-tech, community-based drought preparedness and mitigation programs. In order to achieve this goal, USAID/OFDA is soliciting applications to undertake a drought preparedness and mitigation program in South and Southeast Asia. Potential countries for program implementation may include, but are not limited to, Cambodia, East Timor, India, Laos, Pakistan and Vietnam. Applicants are encouraged, but not required, to implement activities in more than one country. USAID/DCHA/OFDA plans to award one or multiple cooperative agreements to achieve this aim. Program duration will be up to three years, though activities achieving measurable results, which can be fully implemented in a shorter period of time, are encouraged.
