- DFCSP grant funds are intended to support community-based coalitions. Legal/fiscal agents acting on behalf of a coalition may be domestic public and private non-profit entities, such as State, local or tribal governments; public or private universities and colleges; professional associations, voluntary organizations, self-help groups, consumer and provider services-oriented constituency groups; community- and faith-based organizations; and tribal organizations. INFORMATION ON MODIFICATION: This is a modification of RFA SP-05-002-Renewal. This RFA was published on January 13, 2005, and previously modified on January 19, 2005. This modification corrects the criteria used to screen out applications from review. The information contained in this modification was inadvertently omitted from the RFA. If an application for a renewal grant fails to adhere to the requirements and criteria in Appendix A of the RFA, it may not, in itself, result in the application being screened out and returned without review. These requirements and criteria are also cross referenced in Sections III-3, IV-2.1, IV-2.3, and IV-3 of the RFA. The information provided in the application must be sufficient for review. If an application for a renewal grant fails to meet the timely submission requirements in Section IV-3, it may affect the ability of the application to be funded. Applicants must still meet the eligibility criteria in Section III-1. This modification does not alter the formatting requirements and screenout criteria for applications for new grants under RFA SP-05-002-New.
- Grant Description
- The Executive Office of the President, Office of National Drug Control Policy (ONDCP) and the Substance Abuse and Mental Health Services Administration (SAMHSA) announce the availability of funds for Drug Free Communities Support Program (DFCSP) grants. DFCSP is a collaborative initiative to: * reduce substance abuse among youth; * help community coalitions strengthen collaboration; * enhance intergovernmental collaboration, cooperation and coordination; enable communities to conduct data-driven, research-based prevention planning, and * provide communities with technical assistance, guidance, and financial support. The DFCSP has two major goals: * to reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. (Substances include, but are not limited to, narcotics, depressants, stimulants, hallucinogens, cannabis, inhalants, alcohol and tobacco, where their use is prohibited by Federal, State or local law.) Note: DFCSP projects must focus on multiple drugs of abuse, including those listed above. When the term drug or substance is used in this funding announcement, it is intended to include all of the above. * to establish and strengthen collaboration among communities, private nonprofit agencies, and Federal, State, local and tribal governments to support the efforts of community coalitions to prevent and reduce substance abuse among youth.
