Drum Removal and Restoration Project: Assessment and Design Phase: To address contaminated sediments prior to restoration, this project will delineate and assess a drum disposal area used by steel mills within the floodplain of the Black River near river mile (RM) 4.3. The project is located on approximately one acre of property owned by the City of Lorain (recipient) adjacent to Lorain's 2010 American Recovery and Reinvestment Act (ARRA) and other restoration projects in RMs 3.0-6.0. Following delineation and assessment funds will be used to prepare remedial and restoration designs. The activities to be carried out will take place under the authority of the recipient, whereas the recipient owns the property and has jurisdictional authority to implement the activities funded. Through this announcement there will be one discretionary single source award made to the City of Lorain in the amount of $283,000 without competition under justification 505DM 2.14B(4). Competition for the award is not practical as the applicant is uniquely qualified to perform the activity based on location; property ownership; voluntary support capacity; cost-sharing ability; and technical expertise.
