- Applicants will be responsible for providing landowners, and NRCS, with the technical assistance for design and implementation of Comprehensive Nutrient Management Plans (CNMP) and EQIP contracts which address livestock, dairy and confined animal feeding operations. All conservation and engineering practice designs will meet NRCS standards and specifications. NRCS will review and approve all engineering structural practices. The primary goal of a CNMP is to minimize the potential for ground and surface water pollution from manure handling facilities and land application of manure. The CNMP addresses manure and wastewater storage and handling facilitates nutrient management and land application practices, runoff and erosion control practices, animal mortality plans, preventative maintenance plans, emergency response plans, and record keeping. Applicants will work with NRCS staff and local dairy producers to assist with the development and implementation of a CNMP or Confined Animal Feeding Operation (CAFO), CAFO EQIP contract. Applicants will assist with CNMPs and CAFO EQIP contracts by gathering information from the producers concerning the management of manure and land application of nutrients. NRCS expects to award one cooperative agreement estimated to cost $90,000 based on proposals submitted and benefits derived for the current fiscal year. Funds available for the current fiscal year are approximately $90,000 for Stanislaus County, California. An agreement resulting from this solicitation will have a one-year base period and three one-year options. Activities under the base period cooperative agreement will be carried out from approximately May 22 through approximately December 31, 2006. The successful applicant will be responsible for: 1. Meeting with private landowners to document existing livestock conditions. 2. Developing resource inventories, which include manure storage or handling facility design services to the landowner. 3. Collecting information about the operation: soils maps and information, acres of cropland, number of animals, facilities maps, and general systems description. 4. Developing preliminary alternative analysis, preliminary alternative selection, and application of EQIP contracts and alternatives related to conservation conditions. 5. Providing qualitative evaluations of those conditions from which landowners can make resource treatment decisions relative to their lands. 6. Assisting NRCS staff with Comprehensive Nutrient Management Plans. Develop and complete five (5) - ten (10) CNMPs to standards and specifications that can be certified by NRCS in accordance with NRCS rules, regulations and policies which can be viewed at the Modesto Service Center, 3800 Cornucopia Way, Suite E, Modesto, CA. Providing technical planning assistance and related maps, utilizing NRCS software programs (such as planning module, engineering design programs to produce drawings for construction and permitting), based on landowner decisions regarding land treatment for up to thirty-four (34) private landowners during the agreement base period. Training in use of NRCS software will be provided by NRCS. 8. Providing conservation management and structural practice standards and specifications for resource treatment identified in conservation plans to insure landowner understanding of practice installation requirements. . Including graphical representations on structural practices 9. Providing conservation plan implementation, application, GIS documentation, and related correspondence to producers. Tracking and updating local costs for practices installed; and documenting producer progress utilizing NRCS accountability systems. Training will be provided by NRCS. The anticipated range of potential client planning activity for the agreement period: 1. Provide the technical assistance and documentation needed in order to bring projects to construction and implementation of thirty-four (34) EQIP contracts which address livestock, dairy and confined animal feeding operations. 2. The approximate number of active contracts (Fiscal Years 2001-2006) that potentially could have conservation practices scheduled for implementation is as follows: . Approximately sixty-five (65) contracts 3. Provide technical and Farmbill administrative assistance on approximately twenty one additional EQIP CAFO contracts or CNMPs. Typical technical assistance includes working with NRCS staff to develop, promote, and implement planned water quality management, conservation projects, confined animal feeding operations and nutrient management plans. Specific deliverables for each project will be provided by NRCS and required documentation to ensure projects meet NRCS standards and specifications which may include survey/elevation data, development of hydraulic calculations, and/or graphic representations of planned conservation practices. 4. All services and customer assistance provided under this agreement must meet USDA-NRCS standards and specifications as set forth in Departmental manuals, handbooks, and guides. The selected applicant shall report to NRCS the appropriate data elements associated with the service and assistance provided to participants so that the data can be entered into the performance results system for tracking conservation accomplishments. 5. NRCS anticipates being substantially involved in carrying out the work covered by this cooperative agreement. Structural practices will be reviewed and approved by NRCS Engineering prior to construction. 6. NRCS will also provide a representative to participate in the planning and management of the cooperative agreement and coordinate activities. 7. NRCS will provide program oversight and will provide agency software available for use at the Modesto Service Center, necessary forms and other resource information. Applicant personnel must be capable of obtaining USDA/NRCS computer security clearance.
