- Funding Opportunity Description: The Environmental Quality Incentive Program (EQIP) is a voluntary conservation program that promotes agricultural production and environmental quality. The objective of EQIP is to provide technical and financial help to producers in planning, designing and implementing conservation practices that contribute to agricultural/forestall viability, water quality improvements, soil and plant health, wildlife habitat improvements and other natural resource enhancements. Applicants will be responsible for assisting NRCS in providing technical assistance necessary to plan and implement conservation practices to assist land users dealing with forest resource issues. The successful applicant will be responsible for: Implementation of one hundred (100) EQIP Irrigation Water Management Plans, (IWM). This will include meeting with the participant, assisting with installation, conducting on follow-up visit to ensure implementation and complete final certification of practice completion. All information provided will comply with NRCS Practice Standard 449, Irrigation Water Management Washington State Irrigation Guide. Generally, the work shall include the following: Meet with each producer for IWM plan review and to discuss grower obligation for contract completion. Notify NRCS of any contract modifications that may be needed. Document producers decisions on soil moisture monitoring method. Conduct one follow-up visit with each producer mid-season to insure proper implementation and collect summary IWM data for certification. Provide NRCS with quarterly status reports. Complete status review worksheet. Evaluate collected IWM data and certify practices meet NRCS standards and specifications. Performance Time: All work to be completed by September 30, 2006.
