- FY06 EMPG is designed to assist States and Urban Areas achieve the target levels of capability in support of the National Preparedness Goal to sustain and enhance the effectiveness of their emergency management program. * The URL address displayed in "link to full announcement" (disregard the "apply electronically" option) will take you to the web site used by ODP to post program announcements. Accessing this web site does not automatically mean that you are eligible to apply. Applicants must meet the eligibility criteria described in the program guidance document/application kit. . The Office for Domestic Preparedness (ODP) was transferred to the Department of Homeland Security (DHS) from the Department of Justice (DOJ). ODPs grant management system and related computer applications for this program announcement is currently maintained by the Office of Justice Programs (DOJ) on behalf of DHS.
