Eligible Applicants: Higher education institutions and consortia thereof. For the purposes of this competition, the term ``higher education institutions'' includes those institutions described in sections 101(a), 101(b), and 102 of the Higher Education Act of 1965, as amended (HEA), except that institutions included in section 102 of the HEA are eligible only to the extent that they are located within the United States (including Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). A copy of the relevant provisions from the HEA will be included in the application package.

Purpose of Program: Emergency Management for Higher Education (EMHE) Grants support efforts by higher education institutions to develop, or review and improve, and fully integrate, campus-based all-hazards emergency management planning efforts within the framework of the four phases of emergency management [Prevention-Mitigation, Preparedness, Response, and Recovery].
