Enhance the National Department of Health's Coordination and Leadership on HIV and TB Programs in South Africa under the President's Emergency Plan for AIDS Relief (PEPFAR): South Africa continues to face HIV, TB, and STIs as serious public health and social challenges. More than 19% of adults (ages 15-49) in the country are living with HIV, and 1 in 5 people living with HIV (PLHIV) globally reside in South Africa. This burden varies by geography, age, gender, and for key and vulnerable populations. TB is South Africa's leading cause of death, ranked the third highest country in the world. Significant progress has been made to address these public health concerns, yet barriers to achieving epidemic control remain. The number of new HIV infections remains high, patients continue to start treatment too late, and linkage and retention are low, with only approximately 75% of patients with known HIV infection on antiretroviral therapy (ART). The nexus with the TB epidemic continues to drive high morbidity and mortality, and the legacy of apartheid and significant income inequality pose additional challenges to the epidemic response. This NOFO will support the continuation and enhancement of the National Department of Health's (NDoH) work providing comprehensive HIV and TB prevention, care and treatment related services.
