Grant Description: NIJ is seeking concept papers that will enhance the ability of law enforcement personnel in dealing with the threat of Improvised Explosive Devices (IEDs) and Vehicle Borne Improvised Explosive Devices (VBIEDs). NIJ is especially interested in proposals for the development and demonstration of new tools to respond to suspected IEDs, particularly in these areas: 1. Vehicle bomb neutralization. 2. Vehicle bomb confirmation. 3. Diagnostic tools for bomb disposal. 4. Explosive separation tool. 5. Lightweight protective ensemble. Proposals addressing the response to the detection of explosive devices are also acceptable under this solicitation.
