Enhancing Access to Quality HIV Care for Women of Color 1) Demonstrations Sites and 2) Evaluation and Technical Assisance Center: This award will support organizations funded under the Ryan White HIV/AIDS Treatment and Modernization Act of 2006 to implement and evaluate focused interventions designed to improve women of color's timely entry into HIV primary care following diagnosis and retain women of color in quality primary HIV care. The focus of this initiative is to identify, evaluate and disseminate successful strategies to recruit and retain HIV positive women of color in primary care. Applicants must propose interventions to address provider-patient communication, patient treatment education, cultural competence, fragmented clinical care, complex and confusing medical procedures and clinical facilities. Applicants will be expected to describe in detail, a plan to compile lessons learned and best practice models that can be shared with Ryan White grantees and other providers to improve access and quality of Ryan White services for women of color. One Evaluation and Technical Assistance Center (ETAC) will be awarded and will be responsible for coordinating and conducting a multi-site analysis, providing clinical expertise, developing guidelines for integrated programs, conducting cost-effectiveness analysis, and dissemination of results.

Eligible applicants must be public or private non-profit entities. These include, but are not limited to: Consolidated Health Center Programs (Community Health Centers, Migrant Health Centers, Health Care for the Homeless, and Public Housing Primary Care) receiving support under Section 330 of the PHS Act. Family planning agencies under Section 1001 of the PHS Act, other than States. Comprehensive Hemophilia Diagnostic and Treatment Centers. Federally qualified health centers as described in Title XIX, Section 1905 of the Social Security Act. Nonprofit private entities that currently provide comprehensive primary care services to populations at risk of HIV disease. Local health departments. University/Medical Center affiliated clinics. Faith-based and community-based organizations are eligible to apply.
