In accordance with 10 CFR600.6(b), eligibility for award is restricted to established venturecapitalfirms (defined as establishments primarily engaged in acting as principals(except investment bankers, securities dealers, and commodity contractsdealers) in buying or selling of financial contracts generally on a spreadbasis; principals are investors that buy or sell for their own account).Eligible firms must certify that they have at least $10 million in fundsavailable for energy efficiency and renewable energy technology investment,anoverall current fund size of at least $100 million, a proven track recordoflaunching successful start up businesses, and must demonstrate previous EIRexperience. In addition, FFRDC contractors are not eligible for an awardunderthis announcement and may not be included as a team member.DOE is seeking to partner with leading Venture Capital (VC) firms in apilotprogram to develop robust Entrepreneur in Residence (EIR) projects at threeofDOEs national laboratories the National Renewable Energy Laboratory(NREL),Sandia National Laboratory (SNL) and Oak Ridge National Laboratory (ORNL).Theprojects will identify and develop business cases to commercializepromisinglaboratory technology and give proven start-up entrepreneurs theopportunity towork directly with technical management and staff at a specified nationallaboratory to identify technologies that, when commercialized in start-upcompanies, will contribute to DOEs mission.
