- The successful applicant will be responsible for: Option A - $200,000 The successful applicant will be responsible for establishing permit coordination programs to serve voluntary conservation practices installed through EQIP, Wildlife Habitat Incentives Program (WHIP), and Conservation Reserve Program (CRP) in four specific geographic regions. The four regions to be served through this grant are: Coastal Marin Watersheds (Marin County, CA), Upper Cache Creek and Upper Putah Creek (Lake County, CA), Upper Merced River Watershed (Merced County, CA), and Lower Cache Creek (Yolo County, CA). Each implementation will involve developing programmatic permitting strategies for specific NRCS conservation practices that are installed with EQIP/CRP/WHIP funds. The purpose of this program is to assist EQIP clients with the regulatory compliance associated with their projects. Typically these projects occur in riparian areas, where the environmental compliance process is more demanding than in upland areas. The successful applicant will be responsible for facilitating dialog with regulatory agencies about appropriate methods to coordinate permitting for EQIP/CRP/WHIP projects (agencies include, but are not limited to: counties, California Coastal Commission, California Department of Fish and Game, Regional Water Quality Control Board, State Historic Preservation Office, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, National Marine Fisheries Service). The successful applicant will work with the local District Conservationist to select practices suitable for coordinated permitting, convene regulatory agencies to tour representative sites and practices, develop environmental protection conditions, and draft programmatic permit applications to be submitted to relevant regulatory agencies. The deliverable products associated with each permit coordination program implemented through this grant will include: biological assessments, analysis of habitat needs of local threatened and endangered species, and permit applications to relevant agencies. The successful applicant will need to provide a designated staff person for each geographic area where permit coordination is implemented. Use of sub-contractors from the geographic region familiar with the operations of the local NRCS. and Resource Conservation Districts is encouraged. The successful applicant will need to provide staffing and office space. It is expected that the applicant will work closely with each county NRCS office staff. The applicant(s) will need to be certified as a technical service provider meeting the NRCS national criteria established for certification in the category(ies) for which the applicant applies. The certification criteria are located in TechReg, an NRCS web based certification application program at http://techreg.usda.gov. All technical services provided to EQIP applicants and participants must meet USDA standards and specifications as set forth in Departmental manuals, handbooks, guides, conservation planning, conservation practice application, and other areas of technical assistance. The applicant shall report to NRCS the appropriate data elements associated with EQIP and CMP planning technical services provided to the Department or program participant so that the data can be entered into the conservation accomplishment tracking system.
