Ethnic Community Self Help Program: The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) invites eligible entities to submit competitive grant applications for the Ethnic Community Self-Help (ECSH) Program to connect newly arrived refugee communities and their organizations to mainstream communities, and to provide services to newly arriving refugees. The objective of the ECSH Program is two-fold: 1. to support ECBOs’ organizational development and engagement in capacity building by encouraging their collaboration with other, more established refugee service providers and mainstream organizations in order to provide enhanced services to refugees; and 2. to ensure ongoing support and the provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement.
The populations targeted for services and benefits in the application must represent refugee communities who have arrived in the U.S. within the last five years.

- This funding opportunity announcement (FOA) is limited to Ethnic Community-Based Organizations (ECBOs). An ECBO is a non-profit organization that was founded and is led by a refugee/individual of refugee origin, or a group of refugees/individuals of refugee origin and immigrants, primarily for the advancement of refugees from one or more specific refugee ethnic group(s).
Applicants must provide evidence that they were founded by a refugee/individual of refugee origin for the advancement of refugees from one or more specific refugee ethnic group(s). At least 60 percent of the organization's Board must be comprised of refugees/individuals of refugee origin, which may be corroborated by including details regarding Board composition/profile. In addition, applicants must include their Articles of Incorporation. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations.
