Hughes (202) 205-7344 DESC: The Small Business Administration (SBA) invites applicants from the 50 states, the District of Columbia, American Samoa, Guam, Virgin Islands and the Commonwealth of Puerto Rico to submit applications to establish or continue to sustain a FAST initiative within their state. The FAST Program is designed to stimulate economic development among small high technology businesses through federally funded innovation and research and development programs like the Small Business Innovation Research (SBIR) & Small Business Technology Transfer Research (STTR) programs. The statutory authority for this program announcement is ?34 (c) of the Small Business Act (15 U.S.C. ?657d(c)). SBA WILL select successful applicants by using a competitive process. Successful applicants under this program announcement will receive awards to establish or enhance existing programs to encourage and increase participation in the SBIR/STTR programs. The FAST Program is authorized through Fiscal Year 2005, subject to the availability of funds. There is a cascading requirement for non-Federal matching funds that must be satisfied upon application for award. The Non-Federal Matching fund ratios are based on state rankings derived from FY 2002 Phase I SBIR award data. The ratios are as follows 1:1, 2:1, and 3:4. A letter of support or endorsement from the state governor is also a requirement for this competition. Only one eligible application per state will be accepted by the SBA. The application submitted must have a letter of support from the State/Territory Governor (Mayor for the District of Columbia). The application submitted should best represent the state for the FAST initiative. Subgranting and subcontracting is permissible under this Announcement. However, certain restrictions do apply. Applications must be postmarked or received by SBA Headquarters Office of Procurement and Grants Management, if delivered by other than the U.S. Postal Service, by 4:00 p.m. EDT on May 5, 2004.
