FY 2004 OJJDP Tribal Youth Program: The Tribal Youth Program (TYP) helps tribal communities prevent juvenile delinquency, reduce violent crime, and improve tribal juvenile justice systems. TYP was established in 1999 in response to rising rates of violent crime in Indian country. Although the nation's overall arrest rates for violent crimes have declined, they continue to rise in Indian country, where residents experience violent crime at a rate twice that of the general population. Of particular concern is the increasing number of violent crimes committed by and against youth in Indian country. The ability of tribal communities to address problems of juvenile crime and violence has been hampered by chronic underfunding of tribal justice systems, lack of access to meaningful training for law enforcement and justice personnel, and lack of comprehensive programs that focus on preventing juvenile delinquency, providing intervention services, and imposing appropriate sanctions. OJJDP oversees TYP as part of the Indian Country Law Enforcement Initiative, a joint activity of the U.S. Departments of Justice and the Interior. Congress has appropriated approximately $10 million for TYP as a set aside of the Title V Community Prevention Grants Program. Of this amount, OJJDP allocates $8 million for discretionary grants to tribal communities, which use the funds to develop and implement culturally sensitive delinquency prevention programs and interventions for court-involved youth and to improve tribal juvenile justice systems. In addition, OJJDP allocates $1 million of the $10 million appropriation for TYP's Mental Health Initiative, which helps tribal communities provide substance abuse prevention/intervention and mental health services to youth who are involved in, or at risk of becoming involved in, the juvenile justice system. The initiative was established in response to the substance abuse and mental health problems often found in tribal communities. Statistics indicate that among tribal youth the age of first involvement with alcohol is lower, the rates for frequency of drinking and the amount of alcohol consumed are higher, and the negative consequences of drinking are more common and more severe than for other youth. Furthermore, TYP allocates $1.0 million for research and evaluation and $200,000 for training and technical assistance annually. Remaining funds are used to enhance other tribal efforts and for program support.
