- Based on Congressional intent, eligibility for funding under this program will be **limited to public and private owners/operators of fixed route, intercity bus services using over-the-road buses.** . Intra-city and charter/tour bus services **are not eligible** for funding under the FY 2005 IBSGP. . For purposes of the FY 2005 IBSGP, an over-the-road bus means a vehicle designed for long-distance transportation of passengers, characterized by integral construction with an elevated passenger deck located over a baggage compartment and at least 35 feet in length with a capacity of more than 30 passengers. $10,000,000 is available in ***designated urban areas*** to provide financial assistance to public and private owners/operators of fixed route, intercity bus services to improve security for operators and passengers. . ****Any questions pertaining to program eligibility requirements, application deadlines, background information, or matters concerning the grant program must be directed to the administering program office.
