- Subject to the availability of FY 2007 funding, the Child Nutrition and WIC Reauthorization Act of 2004, P.L. 108-265, authorizes approximately $5.2 million in discretionary funds. THe funding is to be used to assist States in implementing mandatory direct certification, optional direct verification and other procedures found in Sections 104 and 105 of the Act related to certification and verification of students eligibility to receive free and reduced price meal benefits in the school nutrition (SN) programs: the National School Lunch Program (NSLP) and the School Breakfast Program (SBP). Specifically the funds may be used for: . Implementing an information technology (IT) solution to conduct direct certification and/or verification of eligible students by matching student names in NSLP databases with corresponding names in the databases of the Food Stamp Program (FSP) for direct certification and the State Medicaid program for direct verification. . Implementing household applications to receive free or reduced price meal benefits or; .
