FY 2007 NGO Guidelines for Balkans Programs: PRM again places its focus for NGO assistance to the Balkans on facilitating sustainable minority returns to Kosovo from Serbia, Montenegro, and Macedonia; and providing local integration assistance, through income generation projects and legal assistance, to internally displaced persons (IDPs) and refugees in Montenegro and Serbia. Additionally, in the event of significant new displacements in the region, emergency assistance to displaced returnees and disadvantaged minorities will become a necessity. Potential applicants should note that for FY 2007, PRM plans to fund at least one NGO project from each of three different categories: 1)A cross-border/boundary, facilitated returns program with operations in Serbia, Montenegro, and Kosovo. 2)A program which sustains the economic livelihood of Kosovo returnees. 3)A program that provides income generation and legal assistance to IDPs and refugees who choose to integrate locally in Serbia or Montenegro. Priority will be given to proposals from organizations that can demonstrate: (a) A well-established operation in any countries and regions that constitute part of the proposed program; (b) An ability to provide emergency, rapid-response humanitarian aid; (c) A working and/or funding relationship with UNHCR, or UNHCR support for the proposed activities; (d) A proven track record in providing the type of assistance proposed, with examples given; (e) Evidence of coordination with development organizations and relevant host government authorities; and (f) A history of successful partnership with PRM.
