Additional Information on Eligibility
Eligible applicants for the FY 2008 FRSGP are determined by DHS as Class I, II, and III freight railroad carriers that transport Security-Sensitive Materials (SSM). A regulation defining SSM is currently under development; however, a definition of SSM is provided below specifically for the purposes of the FY 2008 FRSGP. As designated by the Surface Transportation Board, a Class I railroad carrier is defined as a railroad with annual operating revenues for 2005 over $319.2 million; a Class II railroad carrier is defined as a railroad with annual operating revenues between $25.5 million and $319.2 million; and a Class III railroad carrier is defined as a railroad with annual operating revenues of less than $25.5 million.
Grant Description
The Freight Rail Security Grant Program (FRSGP) is a new component of the Transit Security Grant Program (TSGP), which is one of five grant programs that constitute the Department of Homeland Security (DHS) fiscal year (FY) 2008 focus on infrastructure protection activities. The FRSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nations critical infrastructure against risks associated with potential terrorist attacks. In FY 2008, the FRSGP will fund security training for railroad frontline employees, the completion of vulnerability assessments, and the development of security plans within the Freight Rail industry.
