FY 2008 National Wetland Program Development Grants: The Wetland Program Development Grant (WPDG) Program, initiated in FY 1990, provides applicants an opportunity to carry out projects to develop and refine comprehensive wetland programs. The U.S. Environmental Protection Agency (EPA) is soliciting proposals from eligible applicants for projects that support and build state/tribal/local government wetland programs. All projects submitted for this competition must involve two or more states and/or tribes and/or benefit two or move states and/or tribes or be nationwide in scope. Proposals submitted by applicants should, also, address one or more of the following three National Priority Areas of the WPDG Program: 1) Regulation; 2) Monitoring and Assessment; and 3) Restoration. The authority for the grant program is Section 104(b)(3) of the Clean Water Act (CWA) which restricts the use of these grant funds to improving wetland programs by conducting or promoting the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. Implementation projects are not eligible for funding under this announcement.
