Grant Description
The Trucking Security Program (TSP) is one of the five grant programs that constitute the Department of Homeland Security (DHS) Fiscal Year (FY) 2008 focus on infrastructure protection activities. The TSP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The TSP was originally developed in the trucking industry with an emphasis on safety. The program was opened up to all professionals and operating entities throughout the highway sector, including private companies, public entities, and governmental operations. The funds provided by the TSP seek to assist all professionals and operating entities throughout the entire highway sector in obtaining the skills and abilities required to support the National Preparedness Guidelines and associated National Priorities. Per Congressional direction in the FY 2008 DHS Appropriations Act, the FY 2008 TSP will be awarded as a competitive grant. The TSP Program Priorities for FY 2008 are: . Participant Identification and Recruitment: Develop methodologies to identify and recruit all types of highway professionals that will actively participate in and support an anti-terrorism and security awareness program. . Planning: Develop plans based on high-risk scenarios and conduct a risk assessment or hazard analysis. . Training: Update anti-terrorism and security awareness program training and corresponding web-content. . Communications: Maintain a full-service, 24/7 call center for the anti-terrorism and security awareness program staffed with well-trained responders who will provide nationwide first responder and law enforcement contact numbers and electronic linkage to registered participants. . Information Analysis and Distribution: Maintain the Highway ISAC, located at TSAs Transportation Security Operations Center in Herndon, Virginia. Projects or initiatives that are eligible for funding under this announcement may or may not involve Geospatial (GIS) issues.
