FY 2015 Notice of Funding Opportunity for NGO programs benefiting refugees and displaced persons in the South Caucasus and Central Asia.: Proposed activities should primarily support refugees and displaced populations in Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees/internally displaced persons (IDPs)/stateless persons, as noted below in the country specific provisions. Proposals must focus on one or more of the following sectors: Protection, Livelihoods/Self Reliance, and Confidence Building (only applicable for Georgia). Projects should strive to serve as models or pilot projects to stimulate mainstreaming of development assistance for populations of concern. Preference will be given to organizations that demonstrate coordination with government authorities and UNHCR. Program plans for 12 months will be considered. Country-specific provisions:Azerbaijan: PRM will consider projects in the livelihoods and/or protection sectors only. Projects should target vulnerable IDPs (preferably displaced youth and children) located in urban areas outside of Baku or those in rural areas. Georgia: PRM will consider projects seeking to support confidence building across communities divided by conflict in Abkhazia and South Ossetia and/or projects that support information campaigns to facilitate awareness of government programs and policies intended for displaced persons (including policies related to housing, health, or other assistance-related reforms). Central Asia: PRM will consider projects in the protection sector that seek to increase the access of vulnerable refugees and/or displaced persons to basic services and legal assistance. Stateless persons may comprise up to 50% of the beneficiary population.
