FY 2017 ALERT Funding Opportunity: The Assistance for Local Emergency Response Training (ALERT) Grant focuses on response activities for the transportation of crude oil, ethanol, and other flammable liquids by rail. The authority for the ALERT Grant Program derives from appropriations acts, the most recent being the Consolidated Appropriations Act, 2016, P.L.114-113(the Act). Under the Act, PHMSA is authorized to use prior year recoveries from the Hazardous Materials Emergency Preparedness (HMEP) Grant awards to provide funding for the ALERT Grant. This grant will provide local emergency responders with additional training on hazardous materials transportation incidents. Grant funding will be sourced from HMEP prior year recoveries. As a result, PHMSA will apply existing resources toward its mission of protecting people and the environment by advancing the safe transportation of energy and other hazardous materials that are essential to our daily lives. Hazardous material training for volunteer or remote emergency responders has been identified as a top priority by PHMSA in FY 2017.This competitive grant opportunity requests applications from nonprofit organizations representing regional public-private partnerships. The nonprofit organizations must be able to provide hazardous materials direct or web-based training for volunteer or remote emergency responders, with a focus on response activities for the transportation of crude oil, ethanol and other flammable liquids by rail.

- The FY 2017 ALERT Grant is open to nonprofit organizations representing regional public-private partnerships that can provide hazardous materials direct or web-based training for volunteer or remote emergency responders. Funds granted under this subsection must only be used to conduct training to volunteer or remote emergency responders for response activities to the transportation of crude oil, ethanol and other flammable liquids by rail. The training should be conducted as either: (1) web-based hazardous materials training; or (2) direct hazardous materials training that can be made available in an electronic format.
