FY09 Hospital Leadership and Management Capacity Building for Rabia Balkhi Hospital, Kabul, Afghanistan.: Authority: The Department of Health and Human Services Appropriations Act, 2009, Pub. L. 111-8, Division F, Title II, , which specifies that $5,789,000 of the lump sum provided under the Office of the Secretary General Departmental Management appropriation shall be "to assist Afghanistan in the development of maternal and child health clinics, consistent with section 103(a)(4)(H) of the Afghanistan Freedom Support Act of 2002. In pertinent part, the Afghanistan Freedom Support Act authorizes assistance "to improve health conditions, and assist in the rebuilding of basic infrastructure in Afghanistan, including assistance such as . . . programs to improve maternal and child mortality." 22 U.S.C. § 7513(a)(4).
