FY19 River to River Rail Resilience (R4) Project: Pursuant to the Disaster Relief Appropriations Act, 2013 (Public Law No. 113-2), the Federal Railroad Administration is to make available to Amtrak $13,404,979 to cover expenses for the restoration of the Northeast Corridor (NEC) transportation infrastructure through its Long Island City and 1st Avenue Generators and Waterproofing Project (“Project”) also referred to as the River to River (R4) Resilience Project.
