FY2004 Disaster Training Program in the Pacific Island Region: USAID/OFDA's mandate is to save lives, alleviate human suffering, and reduce the economic impact of natural and human-caused disasters worldwide. Furthermore, part of OFDA's strategic plan is to increase adoption of mitigation measures in countries at greatest risk of natural and human-caused disasters. In order to achieve this goal, USAID/OFDA aims to assist the Pacific Island countries from 2004-2007 to further develop, manage, and sustain national disaster training programs, and to build regional, national, and community-level disaster management capacity. USAID/DCHA/OFDA is soliciting applications to implement a program for disaster training in the Pacific Island Region, with the following four broad objectives, which may further existing programs and/or may be new efforts: 1. Further develop and deliver to seven Pacific countries* the suite of five, OFDA disaster training courses, training an adequate cadre of qualified national instructors to ensure program sustainability on both the national and community level. Representatives from other Pacific countries can be budgeted to participate in this program through regionally offered courses of the new EOC and IDA courses, as well as in regional courses of the ExMan, IDA, and TFI courses. OFDA encourages the use of OFDA training "graduates" from the region to be used as trainers in the courses mentioned above. 2. Encourage maximum host country counterpart contributions and national "buy-in" or "ownership" by participating countries. 3. Improve the organizational and management capacity of the National Disaster Management Offices (NDMO) of participating countries through the training program, and through advocacy of increased policy and budgetary support for the NDMOs. 4. Strengthen regional linkages with other relevant disaster training and management organizations, including the South Pacific Applied Geoscience Commission's Disaster Management Unit (SOPAC-DMU), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), and the International Federation of the Red Cross (IFRC) and Red Crescent Societies. * The seven countries are Micronesia and the Marshall Islands, plus five more to be proposed by applicants of this APS with priority given in terms of: 1) disasters (natural/man-made); 2) level of existing national capacities for disaster management; and 3) level of engagement/interest in the OFDA training program (as evidenced through their buy-in or host country counterpart contribution in terms of staff contribution, time, trainings attended, etc.). OFDA, in consultation with the successful APS applicant, will make a final determination of the five countries through approval of the annual work plan.
