- PRM welcomes NGO proposals for the Balkans that fall into any of the following three categories: 1) A cross-border/boundary, facilitated returns program with operations in Serbia and Montenegro and Kosovo; 2) A program which sustains the economic livelihood of Kosovo returnees, with a base of operations in Kosovo; 3) A program that provides income generation and legal assistance to IDPs who choose to integrate locally in Serbia and Montenegro.
