Additional Information on Eligibility: Eligible applicants include any firm, corporation, company, partnership, association, society, trust, joint venture, joint stock company, or governmental non-Federal entity, that has the authority to enter into, and is seeking, a loan guarantee issued by the Secretary for a loan or other debt obligation of an Eligible Project as the meaning set forth under Applicants in Section II, Definitions, of the Guidelines. Eligible Projects must be of the type of project authorized to receive a loan guarantee under Title XVII and the project must be located in the United States. Grant Description: The Department of Energy (DOE) is extending the duedate for Pre-Applicationsunder Solicitation Number DE-PS01-06LG00001 from November 6, 2006, toDecember31, 2006, to provide interested parties more time to develop and submitPre-Applications for loan guarantees to be considered under thissolicitation.DOE is extending the time period for interested persons to submitPre-Applications because of the extensive interest throughout the UnitedStatesthat has been expressed in the new loan guarantee program and in thissolicitation. DOE believes the public interest will be served by affordingthenumerous parties that have expressed interest in this program additionaltimeto consider whether and how they wish to participate in it. An extensionofthe deadline also will permit interested parties, some of whom haverequested adeadline extension, additional time to develop plans and prepare materialsforsubmission to DOE in response to the solicitation.Any Project Sponsor that already has filed a Pre-Application with DOEpursuantto this Solicitation may amend, supplement or revise that Pre-Applicationon orbefore December 31, 2006.This Solicitation Announcement (Solicitation) invites the submission ofPre-Applications seeking Loan Guarantees (Loan Guarantees) from theUnitedStates Department of Energy (DOE or the Department) in support of debtfinancing on projects that promote the Presidents Advanced EnergyInitiative(AEI) and are eligible to receive loan guarantees under Title XVII of theEnergy Policy Act of 2005 (42 U.S.C. 16511-16514) (Title XVII) (attachedhereto as Appendix A). This solicitation is governed by the guidelines thatareprovided herein. Neither a procurement action (under Title 48 of the CodeofFederal Regulations) nor a financial assistance award (under 10 CFR Part600)is contemplated by this Solicitation.
