Field-Support Program: The United States Agency for International Development (USAID) is issuing the "FINAL" RFA for a Leader with Associates Cooperative Agreement for funding a program entitled Financial Integration, Economic Leveraging, broad-based Dissemination and Support Program (FIELD-Support Program). The authority for this anticipated RFA is found in the Foreign Assistance Act of 1961, as amended. The Recipient will be responsible for ensuring achievement of the program objectives of this FIELD-Support Program. Please refer to the Program Description for a complete statement of goals and expected results. Pursuant to 22 CFR 226 .81, it is USAID policy not to award profit under assistance instruments. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the assistance program and are in accordance with applicable cost standards (22 CFR 226, OMB Circular A-122 for non-profit organization, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the potential cooperative agreement. Subject to the availability of funds, USAID/Washington intends to provide approximately $10,000,000 .00 in total funding to be allocated over the five (5) year period. It is anticipated that USAID Missions/Bureaus are expected to award an aggregate amount of approximately $340 million in Associate Awards. USAID reserves the right to fund any or none of the applications submitted. Estimated Total Program Funding is $350,000,000. RFA No. M/OAA/EGAT/EMD-05-858 dated May 11, 2005 is the final RFA which supersedes the "Draft" RFA posted on March 21, 2005. In addition to the issuance of the this RFA, answers to questions received in response to the draft RFA are also being posted.
