Fiscal Year (FY) 2014 Staffing for Adequate Fire and Emergency Response (SAFER): The Department of Homeland Security (DHS) Federal Emergency Management Agencys (FEMA) Grant Programs Directorate implements and administers the Staffing for Adequate Fire and Emergency Response (SAFER) Grants.
