For this announcement of Intent to Award discretionary financial assistance to single sources without competition beginning in Fiscal Year (FY) 2014 for the duration of Service participation in the CESU cooperative agreements (renewable every five years), the justification for award without competition in Department of the Interior¿s 505 DM 2.14 (1) Unsolicited Proposal ¿ the proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives. Financial assistance recipients include any university or institution that is a member of a CESU to which the Service is a cooperating partner in the cooperative agreement, and which can satisfy the Service¿s needs relative to a specific biogeographic area of concentration, a particular ecosystem type, a particular management regime, a combination of these themes, a special expertise, or a required timeframe to meet regional or program needs.
