The determination not to compete is based on Department policy (505 DM 2.14,B(4) Unique Qualifications -The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications;and is within the discretion of the Agency. Grant Description
The National Wildlife Refuge Association is the only national non-governmental conservation organization whose mission is to directly support the FWS' National Wildlife Refuge System. The NWRA has worked for decades to support refuges and their Friends groups around the country through conferences, workshops and support programs. The NWRA's extensive experience and understanding of refuge programs provides a unique opportunity to build Friends capacity through cooperative efforts. NWRA staff is more knowledgeable than any other organization and has greater experience working with hundreds of refuge Friends organizations to support their work.
