Fuel Cell Coal-Based Systems: THE FOLLOWING IS A BRIEF SUMMARY OF THE OVERALLREQUIREMENT. APPLICANTS MUSTREAD THE FUNDING OPPORTUNITY ANNOUNCEMENT DE-PS26-05NT42346 FOR COMPLETEDETAILS AND INSTRUCTIONS ON HOW TO PREPARE AND SUBMIT AN APPLICATION (SeeFileAnnouncement DE-PS26-05NT42346.doc, at the bottom of the page below).The Department of Energy (DOE), National Energy Technology Laboratory(NETL),is seeking to aid in the development of large (> 100 MWe) fuel cell powersystems that will produce affordable, efficient andenvironmentally-friendlyelectrical power from coal. This system must achieve at least fiftypercent(50%) overall efficiency from coal (higher heating value -HHV) to AC power,including integrated coal gasification and CO2 separation processes. Thesystem may contain any combination of existing or ?near term? powergenerationtechnologies. One of these components must be a fuel cell which willprovidethe majority of the gross electrical power output of the system. Systemcost,exclusive of the coal gasification unit and CO2 separation subsystems, mustbe$400/kWe or less at the end of Phase II. This program consists of three(3)project phases, with the Minimum Requirements for each phase identified intheFunding Opportunity Announcement. The objectives of Phase I are to designandperform analysis of the baseline (>100 MWe) and proof-of-concept systems,toinclude concept identification, system definition and cost analysis,resolveany fuel cell technology barrier issues, and fabricate and test scaled-upfuelcells and fuel cell stacks. The objective of Phase II is to furtherenhancethe baseline system design, perform a detailed design of theproof-of-conceptsystem, and to establish cost estimates for both the baseline andproof-of-concept systems. Phase II will also require the fabrication andtesting of a fuel cell module incorporating Phase I stacks. The objectiveofPhase III is to fabricate a proof-of-concept system and conduct long-termtesting using coal synthesis gas as the fuel.
