- Eligible Applicants: IHEs, other public and private nonprofit institutions and agencies, and combinations of these institutions and agencies. Eligible parties may apply as a group for a grant (e.g., one IHE and one private nonprofit institution). For purposes of this notice, we refer to such a group as a consortium. The regulations for applications from consortia are in 34 CFR 75.127 through 75.129. Consistent with these regulations, if a consortium applies for a grant, the members of the consortium must either designate one member of the consortium to apply for the grant or establish a separate, eligible legal entity to apply for the grant. The members of the consortium must enter into an agreement that details the activities that each member of the consortium plans to perform and binds each member of the consortium to every statement and assurance made by the applicant in the application. The applicant must submit the agreement with its application. An application from a consortium should designate a lead U.S. applicant institution and a lead Brazil applicant institution and clearly specify its partner applicant institutions, both in the U.S. and Brazil.
