Funding Opportunity Announcement (foa) Fy2020 Vannevar Bush Faculty Fellowship: Dr. Vannevar Bush (1890-1974) was a forward-thinking policymaker who served as the director of the Office of Scientific Research and Development during World War II, coordinating the work of thousands of scientists in the service of ending the war. In his 1945 report to the President of the United States, "Science, The Endless Frontier," Bush called for an expansion of government support for science, and he pressed for the creation of the National Science Foundation. Dr. Bush was concerned about how the scientific research supported by the War Department during WWII could be sustained with a focus on peacetime goals. He believed that basic research was "the pacemaker of technological progress." "New products and new processes do not appear full-grown," Bush wrote. "They are founded on new principles and new conceptions, which in turn are painstakingly developed by research in the purest realms of science." Before World War II, Dr. Bush was a professor and Dean of Engineering at the Massachusetts Institute of Technology, and founded a large defense and electronics company. The DoD names this program after Dr. Vannevar Bush in his honor. This document constitutes a Funding Opportunity Announcement (FOA) as contemplated in the Department of Defense Grants and Agreements Regulations (DoDGARS) 32 CFR 22.315(a). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The Office of Naval Research (ONR) will not issue paper copies of this announcement. The ONR reserves the right to select for award all, some or none of the proposals in response to this announcement. The ONR and other participating Department of Defense (DoD) agencies provide no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this FOA will not be returned. It is the policy of ONR to treat all proposals as sensitive competitive information and to disclose their contents only for evaluation purposes. Awards will take the form of grants. Any assistance instrument awarded under this announcement will be governed by the award terms and conditions that conform to DoD's implementation of the Office of Management and Budget (OMB) circulars applicable to financial assistance. Terms and conditions of new awards made after December 26, 2014, will include revisions to reflect DoD implementation of new OMB guidance in 2 CFR Part 200, "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards."
