Ghana Central Ministry Support (CMS) Program: The United States Government, represented by the U.S. Agency for International Development's Mission to Ghana (USAID/Ghana) is seeking applications from organizations for a cooperative agreement to fund a program entitled "Ghana Central Ministry Support (CMS) Program." This is a full and open competition, under which any type of responsible organization, US Non-Governmental or Non-US Non-governmental, for profit or not-for-profit organization is eligible to apply. The purpose of the program is to support the establishment and implementation of an operational framework for the transfer of decision-making authority over management, finance and operational issues from the Ministry of Education (MOE) and the Ghana Education Service (GES) to regional and district authorities as well as autonomous regulatory bodies. The framework shall provide a clear and legally recognized institutional boundary over which each organization exercises authority and are accountable for specific functions and performance results.
