OVERVIEW

The objective of this Agreement is to establish a collaborative relationship between NPS and GSUSA and, assist one another in areas of mutual concern.

The mission of the GSUSA is to build girls of courage, confidence, and character, who make the world a better place. Through activities in science and technology, business and economic literacy, and outdoor and environmental awareness, girl scouting provides girls with opportunities for fun and friendship while fostering the development of leadership skills and self-esteem. GSUSA programs work towards developing leadership in girls by helping them to discover themselves and their values, to connect with others in local, state, national, and global communities, and to take action to make the world a better place.

The mission of the NPS is to preserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. This includes protecting and enhancing national parks and historic places; providing outdoor recreation opportunities; and assuring the development and conservation of the natural resources of the United States. As a part of the Play, Learn, Serve, Work platform of the Department of Interior, NPS seeks to connect youth to the outdoors, and to engage the next generation in the development of a stewardship ethic for public lands and historic and cultural resources.

RECIPIENT INVOLVEMENT

Girl Scouts of the USA agrees to:

1. Develop and support collaborative activities/initiatives that align and support the DOI goals to inspire young girls to utilize national park units as a place to play, learn, serve and work.

2. Promote the NPS/GSUSA collaborative program and encourage all local Girl Scout councils to reach out and collaborate with local NPS units.

3. Engage councils to work in collaboration with local NPS units to develop activities leveraging an agreed upon program structure and other resources.

4. Co-develop media products to promote the collaborative program. Marketing tools will include:
Advertising/promotion of NPS opportunities in various communication products/channels.
Promoting collaboration with NPS units.

5. Provide a report at the conclusion of the assistance period in accordance with ARTICLE IX of this agreement. Included in the report are:
Lessons Learned, Best Practices and Recommendations.
Outputs and sharing of youth experiences.
Highlights from participating Girl Scouts of the USA and NPS site.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following:

The NPS agrees to:

1. Provide financial assistance as provided for in Article VI.

2. Work in collaboration with the GSUSA in developing a program involving agreed upon focus areas.

3. Assign appropriate NPS employee(s) to monitor the ongoing work, to respond to questions about the nature and goals of the partnership, and act as an on-site liaison among the parties.

4. Promote scouting opportunities and encourage all NPS units to reach out and collaborate on refining current activities or designing new activities with local Girl Scout councils or troops.

5. Conduct webinars to promote and share information about the collaborative program/partnership and encourage collaboration on the local levels.

6. Assign appropriate GSUSA employee(s) to monitor the ongoing work, to respond to questions about the nature and goals of the partnership, and act as a liaison among the parties.

JOINT INVOLVEMENT

The GSUSA and NPS, jointly, agree to:

1. Develop and design training programs and materials to support and promote the Girl Scout Ranger program;

2. Assist local Girl Scout councils, troops and groups associated projects relating to NPS units, as projects at these units are identified and developed by local NPS staff and Girl Scout councils and troops;

3. Camping, outdoor, and environmental education programs;

4. Leadership, mentoring and internship opportunities;

5. Natural resource career development projects;

6. Design, development, and promotion of activities and materials, including participant certificates and volunteer training materials.

7. Collaborate involvement in Girl Scout training and program activities as it pertains to the education, conservation, management, protection and development of natural, cultural and historical resources such as Take Action projects that Girl Scouts may choose to coordinate with NPS staff.

8. NPS and GSUSA personnel will be made aware of this CA and to the extent compatible with their responsibilities, are encouraged to serve on appropriate committees or task forces and to participate in environmental, outdoor, and cultural educational events and activities with each other s agencies. National parks may assist appropriate Girl Scout councils and troops with program activities.

9. Collaborate for consultations regarding various relevant Girl Scout program requirements and for joint development of informational materials associated with each other s agencies

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;
(3) Legislative intent The language in the applicable authorizing legislation or legislative history clearly indicates Congress intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;
(5) Emergencies Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

THIS IS A NOTICE OF INTENT TO AWARD

The Girl Scouts of the USA (GSUSA) is a world pre-eminent organization dedicated solely to all girls everywhere. The partnership and program model is built on the existing infrastructure of the GSUSA. The national joint program model Girl Scout Rangers, dovetails with the extensive outdoor initiatives and conservation curriculum, the longstanding emphasis on volunteer service, and the thousands of Girl Scouts serving many communities near and distant from national park sites. This partnership is unique in which the NPS and GSUSA have accomplished the design, development, communications, implementation and program evaluation together since the formation of this partnership. This program the Girl Scout Ranger encourages preservation of public lands through educational and stewardship activities. It supports opportunities to learn about the environmental, cultural, natural and the historical significance of national parks. Engaging the Girl Scouts in meaningful girl-led activities will develop leadership while connecting Girl Scouts to national parks. This partnership is a vehicle to provide environmental education activities, outdoor recreation, volunteer service and exposure to careers in public land management through field-based learning and exposure to Science, Technology, Engineering and Math (STEM).


STATUTORY AUTHORITY

54 USC 101702(a) previously 16 U.S.C. 1g provides that the NPS may enter into cooperative agreements that involve the transfer of NPS-appropriated funds to non-profit organizations for the public purpose of carrying out NPS programs pursuant to 31 U.S.C. 6305; and

16 U.S.C. 1723 (c) The Public Lands Corps Act, authorizes the Secretary of the Interior to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects.
