Global Engagement Center - Statement of Interest and Capacity: The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, is requesting Statements of Interest and Capacity (SOIC) to organizations that can implement programming to counter the messaging of international terrorist and violent extremist organizations abroad. All SOIC submissions will be reviewed against the criteria outlined below. Organizations that have demonstrated acceptable technical and administrative capacity will be placed on a roster maintained by the GEC. All or a portion of rostered organizations may be invited at any time in the next five years to submit a proposal for a specific GEC engagement need. Due to the rapid response nature of GEC's engagements, pre-qualified or rostered organizations should be prepared to respond to subsequent request for proposals within a short time, such as 10 working days. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are encouraged to apply by submitting a Statement of Interest and Capacity as described in this announcement.
