Global Nuclear Security Effectiveness Study: The Department of State'Âs Office of Cooperative Threat Reduction (ISN/CTR) is pleased to announce an open competition for assessing the effectiveness of ISN/CTR'Âs Partnership for Nuclear Security (PNS) through this Request for Proposals (RFP). ISN/CTR invites non-profit/non-governmental organizations and educational institutions to submit proposals that will assess the effectiveness of PNS engagement in Morocco. PNS seeks to promote a self-sufficient nuclear security culture ingrained in partner countries'Â nuclear technical organizations. This assessment will focus on PNS'Â work in Morocco, including activities designed to engage academic and government nuclear stakeholders. This analysis will provide policymakers with solid empirical basis to assess PNS'Â effectiveness, devise new initiatives where needed, and choose among different policy options to meet future programmatic needs. ISN/CTR has approximately $370,000 available in the current fiscal year to award one cooperative agreement in this field. While not a decisive factor, to ensure an unbiased assessment of its programming, ISN/CTR prefers proposals submitted by individuals or organizations which are not currently involved in implementing nonproliferation engagement activities on behalf of ISN/CTR.
