HIV Emergency Relief Grant Program Title I: Part A (Title I) of the Ryan White CARE Act authorizes grants for outpatient and ambulatory health and support services to Eligible Metropolitan Areas (EMAs). These grants fund systems community-based care composed of approximately 25 categories of medical and other health and social support services for individuals with HIV/AIDS in EMAs. These services are intended primarily for low income/under insured people living with HIV/AIDS. Fifty percent of the funds available are awarded according to a formula based on the ESTIMATED number of living cases of AIDS in the EMAs. The remaining funds, less any hold harmless amounts and amounts appropriated for the Minority AIDS Initiative (MAI), are awarded as discretionary supplemental grants based on the demonstration of additional needs by the EMA.
