- Grant Description
- The Hydrogen, Fuel Cells, and Infrastructure Technologies (HFCIT) Program of the U.S. Department of Energys (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is soliciting financial assistance applications with the objective of contributing to industry efforts for and supporting the Presidents Hydrogen Fuel Initiative in developing a path to a hydrogen economy. This Funding Opportunity Announcement is being issued in accordance with the Congressional intent specified in the Fiscal Year 2005 Conference Report, H. Rept. No. 108 792, which accompanies the Consolidated Appropriations Act, 2005, Division C, the Energy and Water Development Appropriations Act, 2005, H.R. 4818, Pub L. No. 108 447 (12/08/2004). The Conference Report language directs DOE to conduct a competitive solicitation for solid oxide fuel cell research under a costshared program. DOE intends to provide financial support for this effort under authority of the Hydrogen Future Act of 1996, Public Law 104 271. Section 104 of this Act requires DOE to conduct a hydrogen research and development program relating to production, storage, transportation, and the use of hydrogen, with the goal of bringing hydrogen systems into the marketplace. Under this Announcement, DOE is seeking Applications that will advance high temperature solid oxide technologies for the coproduction of electricity and hydrogen. The eligible work scope for this Solicitation is described below under SCOPE. Information on existing related DOE sponsored programs and projects can be found at the Office of Energy Efficiency and Renewable Energy web site (www.eere.energy.gov) and the Office of Fossil Energy web site (www.fe.doe.gov).DOEs Strategic Plan identifies four strategic goals (one each for defense, energy, science, and environmental aspects of the mission) plus seven general goals that tie to the strategic goals. The HFCIT Program supports General Goal 4, Energy Security: Improve energy security by developing technologies that foster a diverse supply of reliable, affordable and environmentally sound energy by providing for reliable delivery of energy, guarding against energy emergencies, exploring advanced technologies that make a fundamental improvement in our mix of energy options, and improving energy efficiency.The HFCIT Program goal is to develop fuel cell technologies and hydrogen production, storage, and delivery technologies to the point that they are cost and performance competitive and are being used by the Nations transportation, energy, and power industries. As a guide for achieving this goal, the HFCIT Program has developed a Multi Year Research, Development, and Demonstration Plan which details the goals, objectives, technical targets, tasks, and schedule. This Plan can be viewed at www.eere.energy.gov/hydrogenandfuelcells. The HFCIT Program is a key component of the Hydrogen Fuel Initiative. Together, the Hydrogen Fuel Initiative and the FreedomCAR Partnership will facilitate the development of both a lowcost hydrogen infrastructure and advanced hydrogen fuel cell vehicles. Widespread commercialization of hydrogen powered vehicles will support our national security interests by reducing and ultimately eliminating our reliance on foreign oil.SCOPEHigh temperature solid oxide technologies have the potential to provide low cost and highly efficient distributed production of electricity and hydrogen. This announcement seeks innovative materials and pilot scale system design research in solid oxide electrochemical technology for the coproduction of hydrogen and electricity and also electricity storage through closed and open system regenerative fuel cells. The technology application is targeted for distributed coproduction ranging from small systems (about 5 kilowatts) up to automobile refueling station scale applications (about 1000 kilowatts). System integration with renewable energy resources such as biomass, solar, and geothermal is encouraged. Designs that present opportunities for increased overall system efficiency are preferred.Work under this announcement will cover two topic areas: (1) research and development (R D) focusing on materials and pilot scale system development (up to 2 kilowatts), and (2) a hydrogen and electricity coproduction demonstration (up to 2 kilowatts) to be located in Alaska at a suitable nonresidential site. For both topic areas either the prime applicant or a partner must be an organization located in Alaska. The Applicant may choose to propose a project in one of the two topic areas or a project that encompasses both topics. All topic areas will evaluate the potential to achieve a delivered hydrogen cost of $2.85 per gallon gasoline equivalent (gge) when modeled in a 1000 gge per day hydrogen production system. All cost analysis will be performed using DOE Hydrogen, Fuel Cells and Infrastructure Technologies Program H2A Model and included Multi Year RD D Plan Table for electrolysis. Delivered hydrogen cost modeling for both topic areas does not require the development of a complete hydrogen fueling system (e.g., compression and dispensing).
