Household Water Well System Grant Program: Household Water Well System grant proceeds shall be used solely for the purpose of establishing a loan program for individual household water well systems. Loans will be made to eligible individuals for the construction, refurbishing, and servicing of household water well systems that the individuals own or will own in rural areas. A non-profit organization must contribute an amount equal to at least 10 percent of the grant request to capitalize the loan fund.

- The applicant must have the following characteristics: 1. Be a private organization. 2. Be organized as a non-profit organization. 3. Have sufficient expertise and experience in promoting the safe and productive use of individually-owned household water well systems and ground water. 6. Have no delinquent debt to the Federal Government or no outstanding judgments to repay a Federal debt. 7. Demonstrate that it possesses the financial, technical, and managerial capability to comply with Federal and State laws and requirements.
