Humanitarian Assistance to Zimbabwe: USAID/OFDA?s mandate is to save lives, alleviate human suffering, and reduce the economic impact of disasters. To date, USAID/OFDA has primarily relied on unsolicited proposals from eligible organizations to implement its program in Zimbabwe. However, in FY 2005, USAID/OFDA is opening up certain sectors of its ongoing humanitarian program for competition. Through a competitive process described in this document, USAID/OFDA seeks to ensure that its limited resources are focused on areas and populations clearly demonstrating the most critical humanitarian need. In addition, USAID/OFDA wants to continue support for activities which have proven effective and encourage other creative approaches, as appropriate, to respond to the protracted crisis in Zimbabwe. All applications for new activities or continuations/extensions of USAID/OFDA-supported programs in Zimbabwe must be submitted under this APS, except those from international organizations (i.e. Public International Organizations).
