- Only the Uganda Virus Research Institute (UVRI) in Entebbe, Uganda, is eligible to apply for this RFA for the following reasons: 1) UVRI has an acceptable, existing laboratory facility, located in Arua, Uganda, which is within study area for the plague and rodent-associated diseases and is near an international airport, which makes the transfer of samples easier; 2) UVRI has an acceptable, existing arbovirus laboratory facility in Entebbe, Uganda, which is within the arbovirus study area and near an international airport, which makes the transfer of samples easier; 3) UVRI is already equipped with the resources and infrastructure necessary for the scope of work required; which will eliminate start-up costs and save the U.S. taxpayer money, since insufficient funds are available to this project to construct new infrastructure; 4) the work of this project is an extension of previous HHS/CDC programs in Uganda, and this project will use previously generated databases currently under the administration of UVRI; and 5) UVRI has connections with other HHS institutions, particularly HHS/NIH, which should ease the transfer of lessons learned and data to programs engaged in the development and evaluation of drugs and other countermeasures against plague, conducted collaboratively with CDC.

- This is an opportunity to investigate, characterize and control environmental aspects of human and animal plague in the Republic of Uganda with special emphasis placed on identifying human environmental risk factors, developing novel public-health interventions based on those risk factors, and implementing field trials and demonstration projects to evaluate the effectiveness of those interventions.
