ELIGIBILITY Limited Competition There are currently 62 project areas funded under FOA IP08-803 who have the necessary infrastructure in place to perform the activities required and have the experience needed to successfully complete the required functions and who have the primary responsibility for carrying out the public health assurance functions required to achieve the desired outcomes and performance goals established by CDC. Included among these grantees are the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. This announcement is for Phase 1, Round 3 funding. Phase 1, Round 1and 2 funds were awarded through announcements FOA IP-08-803, and FOA IP08-803SUPP09 and RFA-ATP08-802 to Project Areas for similar activities as those described in the Activities Section of this announcement. Project Areas who received Phase 1, Round 1 or 2 funding under the above mentioned announcements will not be considered for funding under Round 3. Funds for Round 1 were awarded to Project Areas Delaware, Florida, Idaho, Illinois, Iowa, Louisiana, Maine, Montana, New York City, Oregon and Washington; Round 2 funds were awarded to Alaska, Arkansas, Mississippi, Federated States of Micronesia, Nevada, Philadelphia, and Wyoming: and RFA-TP08-802 funds were awarded to Colorado, Hawaii, Illinois, Michigan, Minnesota, New York City and North Dakota

- The purpose of the program is protection of the public's health. This program addresses the "Healthy People 2010" focus area of Immunization and Infectious Diseases. Influenza pandemics have the potential to cause substantial morbidity and mortality as well as extensive social and economic disruption in the U.S. The overarching mission of CDC's vaccine planning activities for pandemic influenza is to protect the public's health and minimize the impact of an influenza pandemic by facilitating the manufacture, distribution, and administration of safe and effective pre-pandemic and pandemic influenza vaccines.
