Assistance will be provided only to the Western Province Health Office (PHO) of the Republic of Zambia. No other applications are solicited. The Ministry of Health has responsibility for strategic planning and management of the current health system in Zambia including policy development and guidance and strategic planning, and has recently assumed program translation and implementation duties from the disbanded Central Board of Health (CBoH). Zambia is administratively divided into nine Provinces and 72 Districts. In the health sector, the PHOs provide technical support to the Districts in the areas of service-delivery management, the planning of health programs, priority-setting and resource utilization. The Western PHO is an arm of the Government Republic of Zambia (GRZ), and, therefore, has the authority to conduct core public-health activities not afforded non-governmental organizations and other agencies. The Western PHO also has the technical expertise to collect information, train staff and advocate for policy based on the experiences learned from implementing the activities described in this announcement. The Western PHO is also uniquely qualified for this award because of its comprehensive technical and management relationship with the National Ministry of Health organizations, NGOs, and community- and faith-based institutions that are currently implementing activities to address the HIV/AIDS epidemic in the Western Province of Zambia.
