- Grant Description
- The purpose of this program is to increase the safety and availability of Tanzania's blood supply through the recruitment and retention of eligible blood donors. By reinforcing efforts of the National Blood Transfusion Service (NBTS) to increase the supply of safe blood to sufficient levels in the next fives years, the grantee for this announcement will support the equitable distribution of transfusion services and the prevention of biomedical transmission of HIV (and other transfusion transmissible infections [TTIs]). To this end, the grantee will assist NBTS in mobilizing a robust cadre of voluntary, non-remunerated blood donors from low-risk populations while at the same time helping NBTS build its mobilization capacity. In particular, the funding will support the grantee in efforts to coordinate the formation and maintenance of blood donor clubs. The grantee will work closely with NBTS to develop strong outreach partnerships with secondary schools, higher education institutions, and the Ministries of Health and Higher Education to develop and distribute compelling Information, Education, and Communication (IEC) materials that attract safe and repeating blood donors. While outreach to schools is an important component of donor recruitment efforts, the grantee will also be expected to develop strategies for engaging adult donors by leveraging public-private partnerships with workplace institutions, non-government organizations, and private enterprises to offset declines in donor participation during the summer and after graduation. Furthermore, the grantee will need to broker public-private partnerships that yield institutional commitments to support donor motivation and recognition initiatives. The grantee will collaborate closely with NBTS recruitment teams to organize blood collection events and will be encouraged to promote linkages to other USG HIV prevention activities including delivery of test results and counseling. The grantee will also assist with blood safety procurement activities for mainland Tanzania and Zanzibar. Additionally, the grantee will work with NBTS to ensure that blood donor information is collected and entered into the database to improve donor data management. Finally, in the interest of building a sustainable blood transfusion service that can support national demands for safe blood beyond the five-year term of this award, the grantee will identify potential income-generating activities and host mobilization workshops to train NBTS staff on best practices in partner relations, recruitment activities, retention planning, and fundraising. Income generated by the program may be used by the grantee to support operational costs of blood mobilization activities and other related developmental activities. It is desirable that the grantee have reputable experience in mobilization of blood donors or HIV related community mobilization background.
