- USAID/OFDA?s mandate is to save lives and alleviate human suffering, and reduce the economic impact of natural and human-made disasters worldwide. In order to achieve this goal, USAID/OFDA?s strategy in Burundi in FY 2004 will be to increase its focus on preparing communities for the return of displaced populations, while maintaining the most-relevant current programs in other sectors. USAID/OFDA is soliciting applications to implement an emergency program to assist conflict-affected, internally displaced, and returning refugee populations. Programs may propose new initiatives or be cost-extensions of existing programs awarded under the FY 2003 USAID/OFDA APS in Burundi. Objectives ? Increase the capacity of communities currently receiving or expected to receive large numbers of displaced persons. ? Encourage greater openness and acceptance by host communities to returning displaced populations and facilitate a peaceful and sustainable reintegration of displaced populations. ? Minimize conflicts associated with the return of displaced persons. ? Increase the preparedness of the humanitarian community in Burundi for the return of displaced populations to reduce the need for larger, emergency interventions under a mass return scenario.
