Only 9 institutions receiving a Phase-I grant awarded in fiscal year 2003 will be eligible to submit an application for continuation of their Phase-I projects. It is anticipated that of the 9 institutions who were awarded a Phase-I grant, 2-3 institutions could receive a Phase-II award in 2005. At least one student registered at the university is to receive compensation for work performed in the conduct of research proposed in the application.
